I'll be a smart ass here, but have you fixed the diet, or just continue to use longer needles on fat heifers? Sorry, couldn't resist!!
I always use 1" 16 guage and seems to work, but that's on dairy cows. I can still hit bone pretty often if I go in the wrong spot on the neck. You have a valid point on the heifers.
