Hook that cable to the pull chain. Run it under a pulley. Out in the pond rig a tower with a pulley a few feet above the water, run the cable over that pulley. Let the windmill stroke drop a weighted bucket into the water. Splash. Aeration. Then with water in the bucket, lift it (holes in side and bottom) and the water sprinkles out, more aeration. Need not be a bucket, could be an orb, a watering trough, a hollow log, lengths of plastic or iron pipe held mostly horizontal. Just let it splash down and bring up water to spill out when above the water. Could be a tipping bucket to dump better.
