 Smartaleck answer, but maybe that's what VW's answer is to daytime running lights only they took it a bit too literally... :)  Other than that, I'd check fuses and relays before yanking stuff apart looking for an answer.   Looks like the power from the headlights is replacing the power from a bad fuse/switch/relay or a break in a wire somewhere.  VW likes hiding fuses, etc in the engine bay instead of all in one spot on some models, so make sure you check 'em all.
