Might need a little more information. Are you planting into rye cover that is killed down at 6-10" tall? or killed at 24-36" tall (or taller)?

Regarding coulters, I think you will find a lot of different opinions on them, and different coulters work better in different conditions. However, for planting into a rye cover in clay soils, I think I would want to see a more aggressive coulter - one with wider flutes. Bubble coulters - as mentioned above - have been "accused" of causing sidewall compaction. I think planting into cover in clay is a good place to get sidewall compaction.
For planting into rye cover, I don't think you need row cleaners. An aggressive coulter will do a better job for you.
