| Rinse the sprayer really good, fill with water and take a sample and mark it. Go spray the water. Encourage him to call the state. When they show up, give them the sample. Document, document, document (as you are trying to do here). At some point this crosses over from concern to harassment. Tell the landlord in writing that you would pay more rent if you didn't have to deal with this guy. That way the landlord has a documented financial loss.
Oh ya, almost forgot, put some stakes and flags out in the field and a big sign reading, "Future Home of Marbro Pork, LLC" That ought to divert his attention away from the spraying for a while.
