I have a 950 and have never run into that. I suspect the other guy was right about not planting deep enough, especially if you are in conventional tillage. You are bound to have uneven moisture if it was cultivated. If you are no tilling, do you have residue managers in front? Hair pinning trash could be a problem also.

Again, sorry you are having trouble. CIH is a very good planter when it comes to seed placement and getting a good stand, thanks to the row unit design.
