I am pretty sure I have figured it out. Turns out after testing the cable, rebuilding the insides of the flowmeter, and buying a new sensor, along with testing the two sensors that I already had. Then cussing myself deaf for two hours I found out the connection at the flowmeter in the cable is not making contact correctly all the time. What a headache for such a simple problem.
