The only way an operation of a size to operate a large farm, a crop insurance business (i presume you mean the whole company, because  the agent has nothing to do with adjusting) and own their own banks (never mind the prohibition against banks being involved in many businesses) is going to be able to 'cheat' is if they are the mafia.  There are far to many people involved who would not have anything to gain from the fraud for this to work as a casual deal, it would require serious organized crime power in order to pull it off.
