I would not do anything at all based on a rumor.  I just don't much believe in rumors. 

If someone knows something, then they have something to act on.  A rumor is not something to act on.  

In fact, I would certainly hope that 'the authorities' are not going to go out about the countryside harassing  people based on 'a rumor.'  If you have that, you have given any fruitcake the ability to pretty much destroy anyone they choose with no good reason, simply by reporting that they 'heard a rumor.'
