Don't know the story on this particular pic but saw a documentary on TV a few years ago showing similiar roads. As I recall these roads ar in the northern part of and are permafrost. In the summer when the permafrost thaws out you get mess like is in the pic. The doc. I saw even showed where trains had sank into the mess.

Pretty similiar to raods in parts of Alaska & northern Canada where the only time supplies can be brought in is during the winter when the roads & lakes are frozen over. Interesting to see the "Ice Roads" where freight is hauled across the frozen lakes by by trucks & "Ice Trains". Not all the trucks or "Ice Trains" make it across.
