Central Texas , Bastrop county | Normally, standard cruise controls won't work below 30 or so MPH. Several years ago, we tried to use a standard cruise control as a governor on a 350 chevy engine running a hydraulic pump. Four magnets were attached to the flywheel of the engine for the sensor to read. The problem arose because the cruise control was hard wired to recognize any sudden accelerations and cancel the speed control, because that condition was interpreted as jumping out of gear or other malfunction. So when the pump was unloaded, the engine would attempt to speed up, and the controller would kick the control off. Newer controls may be different now , but I would investigate before laying any money on the counter.
