I don't know that it is much help but I use to work on a pipeline and we had a wrench with the hole through it. I asked where they got it and I seem to remember that it was either an oil field supply or pipeline company. It was built just for applications like you mentioned which included turning bolts on fire hydraunts and water lines where they bolt together.
