I've seeded dozens of waterways over the years and here's what works. Seed your new waterway to oats. They will grow easily even in tough soils. Then, just as the oats are heading out, no till drill your grass mixture into the standing oats. Then, immediately mow the oats to create a nice mulch straw mat. Works every time.
