Unless needed I would avoid the govt for help. If you want cover oats are cheap and would maybe hold the soil down until fall. I don't remember the cost but we have used sorghum Sudan grass for cattle feed. It grows like crazy with very little moisture. It gets super tall ( like 8 feet tall)so you might want to keep it mowed regularly.


I have done both spring and fall seeding and have way better luck with spring.
