We have cleaned a lot of 8" and under tile with water, but it would take a tremendous volume of water to clean a 16" tile. Try to narrow the blockage. You may find it is only a small portion of the total that has dirt.
On larger diameter tile lines we remove the tile with a backhoe and place plastic tile of the same size in the original tile bed. Good luck.
