You are correct that Zinc Oxide is essentially useless in dry form. Oxide micros are something to beware of. However, in liquid form, acids will make them available. Zinc sulfate, for instance, is Zinc Oxide treated with sulfuric acid. If you will notice the product contains a couple of acids, so there may be some availability. Of course, they have used weak acids, so there isn't great availability.
With these incomplete chelating materials, the product would be tied up readily if combined with a phosphorous product such as 10-34-0.
