When we dehorned we always put a clean cotton patch, a little bigger than the hole, covered with flour over the hole. As it soaked up the blood we'd throw on a little more flour. This would eventually scab up, patch would fall off and calf would look normal. Sounds extremely unsterile but never lost one. You can also pull out the blood vessels with a suture scissors but its not fun with blood flying everywhere. Good Luck.
