With the clover I wanted to get through the corn stubble. Red clover seed is pretty spendy right now so I wanted to make sure I didn't use too much. Plus, I have a no-till drill so it is easier for me to actually drill it then to broadcast.
The fescue is planted in rows as it is grown for seed. Wide rows keep it from becoming root bound and also make it easier to control weeds.
