Such a waste of time, money and paper.  One premise for every pasture one farmer/rancher owns yet it is to provide info for fast reaction in case of a contagous disease outbreak.  With only one premise on facilities as much as 60 miles apart, how is that going to help quarentine animals that were next to or in close proximity to an outbreak?  So much data, so much intelligence(?), yet so little idea of how to put together a foolproof database that will be usable.
