Like others have said, depends on the type of hay. We tried doing this last year as an "experiment" on about 30 acres of bermudagrass hay ground. We burned it down with glyphosate about this time last year. Also applied some Finasse to try and reduce ryegrass. The day after we sprayed it turned off really dry so we didn't plant until into November. We treated the seed to try and help with the disease. Ended up having a really wet spring and a little ended up shriveled or drowned out. Ended up making about 25 bpa while our true no-till cropland was running 50+. The things we decided to do different was up the seeding rate and plant in two directions (essentially double seed it) because at harvest you could tell where the bermuda was really thick and the wheat had trouble coming up through it. It just didn't make a stand. Some of that could be due to our older no-till drill (Tye) not having enough down pressure to cut throught the thatch. One other thought we had was running a disc mower really short or burning it first to maybe help with the penetration.
