I agree, difference in cylinder psi requirements is the problem. Switching to a 2,000 psi Pressure Relief Valve may solve the problem but may not either if the hyd pump doesn't have the capacity.
IH use to offer a 2,200 & 2,500 psi Pressure Relief valves at one time, don't know if they still do or not.
