Subject: What would cause electric brakes to be weak?

North Central Alabama
I have a 18' car hauler with brakes on back axle. With my brake controller inside truck turned all the way up it has some braking action but not even enough to slide wheels on a gravel road.It is not my controller or wiring problem.I hooked my truck to other trailers with brakes and they work fine.I also adjusted the brakes with no help.Should a controller put out a full 12VDC when it is turned all the way up?Do magnets inside brakes get weak?
