Suver, Oregon | The charcoal is banded over the seed to deactivate the diuron that is sprayed over the field afterwards. (right after the way O.P. is doing it.) This allows the fescue seed to come up, while the diuron keeps everything between the rows under control. ( In a perfect world.) This is a common practice in Western Oregon. We are able to buy the charcoal pre mixed with liquid fertilizer from our local fertilzer/chemical dealers. Yes it is an expensive way to plant a crop, but we are trying to achieve a purity that is crop and weed free to have marketable seed. And our yields are high enough to justify the expense.
