The information in the link quantifies much of what should be obvious.
Nitrogen and Carbon (OM) are the very few elements that can and does return to an atmospheric gas. So when burned these fly the coop while what is rock stays in the ash.

Another question is if the straw or stover is left standing to weather how much of the nitrogen will leach back into the root zone?

We can reasonably assume that standing or incorporated OM will convert to CO2, just not as rapidly as it would with fire.

One of the characterisics of Prairie Grass Management is to burn off the stover & allow the minerals to return to the soil, which invigorates the range grasses.
