Western Nebraska | My grandpa used to do something similar to cows that liked to crawl fences. He would take a couple of metal straps three or four feet long and bolt them together around the cow's neck. Then he would bolt some sort of sickle guard or something else to the yoke that would catch the wire so they would have a much harder time getting through the fence.
We have a much more effective and permanent fix now for cows that won't stay in, a one way ticket to town.
