I really don't think you are going to have a "take all" problem following spring wheat with winter wheat. This is not the best practice, but you won't have a wreck unless you continue to grow wheat on wheat. But you need to at kill all grass weeds and volunteer wheat before you seed the next crop, and the longer the grass and wheat are dead the better. This is to control the so called "green bridge effect" in which diseases on the growing weeds jump onto the next seeded crop. Burning and plowing work too, but some folks like to avoid those practices. Check this Pacific NW hand book for info on no-till and minimum tilling wheat in the PNW. The book is mainly written for the dryland areas of Washington, Idaho, and Oregon but some applies to the Willamette Valley too. Check the sections on diseases and whatever else.
