There was a law passed in the early 1900s that allowed fertilizer companies to form a cartel to fix prices on exported potash and it may also included P and N. At that time the export market was small and it did not have much effect on US prices. Times have changed, but the law has not. The export market is big enough now that if US farmers want fertilizer, they have to pay the fixed price or they don't get any. Price fixing is legal in the fertilizer business.
