Eastern Kansas | Every spring I spray 1/2 lb. of 2,4-d, that is one pint of the 4 lb. material, per acre. You must do it when the weeds are less than 4 inches tall but after the majority of them have emerged. In eastern Ks. that is in May. This won't kill your clover, you can go a higher rate if you don't have clover. You will be pleased with the results. I've been doing it for years, still have some rag weed that comes every year though. In august you can see where you missed with the sprayer, 4 foot tall ragweed. Your grass and clovers will take off like you fertilized it for a couple bucks an acre.
I also fertilize in the fall not spring, for fescue, it is the only thing growing then. In the spring your mostly fertilizing weeds and choking out your clover. Maybe select a few pastures that you want to turn out on early, or part of a pasture to gain some earlier grass, to fertilize in the spring, but always spray in the spring. Can't kill rags now.
