It is one of the weeds in the equisetum family. Horstail or scouring rush is a common one that grows in wetter areas. No herbicide that I know of will kill it. Some herbicides will knock it down, but it will be back. It has been around since the dinosaurs and it will be here when we are on the wrong side of the grass.
