OK, clover into small grains,
was there any fall applied broadleaf chemical?
what is soil ph?
high stubble can act as a shade and slow growth of plants under the canopy.
what is soil K level? clover likes high K levels
what kind of growing season, cold, & wet or warm and dry?
and the most likely cause
was the clover seed innoculated with proper live innoculant?

I like clover seed that has been lime coated and pre-innoculated.
The crimson clover that I planted here in mid August is 4-6 inches tall and "coming".
