FDA Answers Questions About New Feed Rule

The Food and Drug Administration (FDA) published a question and answer document to clarify the new feed ban enhancements that will go into effect next April. The changes to the regulations provide additional protections against bovine spongiform encephalopathy (BSE) which prohibits the use of high-risk cattle material in feed for all animal species, not just cattle and other ruminants feed as the previous regulation stated.

The new rule, which goes into effect April 27, 2009, applies only to cattle. The banned materials include:

the entire carcass of bovine spongiform encephalopathy-positive cattle;
the brains and spinal cords from cattle 30 months of age and older;
the entire carcass of cattle not inspected and passed for human consumption, unless the cattle are less than 30 months of age or the brains and spinal cords have been effectively removed;
tallow that is derived from BSE-positive cattle;
tallow that is derived from other materials prohibited by this rule that contains more than 0.15 percent insoluble impurities; and
mechanically separated beef that is derived from the materials prohibited by this rule.
