I'm not in Texas, nor do I grow bermuda grass, so just my experience with hay in general.

If the plant is stressed too much- too long, the plant will sacrifice it's top grown to survive. If drought stressed enough the top will brown out and die off. Once that drought stress threshold is reached, no amount of water is going to freshen up any plant, it already "sacrificed" it's top grown for survival.

If it were me (obviously it's not) and once the plants started turning dark green and no water was in the foreseeable future, I would cut, bale the hay anyway. It's better to have a lighter tonage good crop stacked up than brown krud that isn't worth anything or very little.

Of course if mother nature sees you in the field swathing,, she'll scrounge up a rain cloud PDQ. She sure seems to work that way sometimes,, :-)
