That school district (how will they choose which one?) should be getting quite a load of piracy scholarships, shouldn't they?

Does anyone know, are these 1-time scholarships, or perpetual? Is the scholarship made in the local low-life, pirate's name? Or-just a generic M scholarship? I'd think if someone pays a fine like that, they'd like the local recognition.
