I wouldn't call a vet. They would charge more than a goat is worth. You can lance it just as you would a cow, rinse with hydrogen peroxide and iodine. Or just let nature take it's course and it will either go back down in time or burst and drain on it's own. It is not life threatening and obviously the goat is still eating.
