You have enough moisture so the soybeans will germinate fine in the wheat. I have seen a cover crop of cowpeas broadcast over headed out wheat. It works fine with enough moisture. How far along is the wheat? If you broadcast too early the soybeans will not get enough sunlight to stay alive. If the wheat is starting to turn you are fine.
