In your last picture, is that grass weeds that is short or is it wheat that is way behind? I can't tell because it's been 12 years since I lost money on wheat...I mean tried to raise wheat, here and I wasn't much good at it.
If it's slow or uneven emergence, here the problem in corn or beans would be caused by 1. residue keeping soil cool or 2. it could be poor seed to soil contact and it took longer for the seed to germinate.
