| Iowa has this wonderful thing called the Environmental Protection Commission (EPC) that is made up of people that are appointed by the governor. The EPC basically can tell the Senate and House what laws to write, I question the constitutionality of this but anyway.
Since the last governor was D and the current gov is a D there are some people on the EPC that..... never mind, that might upset some on here.
The ban has more to do with their hatred of hog confinements than it does with science. ISU studies proved that there was no reason for this ban and in fact presented their information to the commission, but the EPC voted for it anyway.
All it is meant to do is to make it harder to get building permits, basically ground going to beans won't be able to be used in a Manure Management Plan (MMP). The funny thing is that prior to this new 100 #/ 5 yr ban, MMP's allowed more manure to be applied to ground going to beans than corn, which was based on science as you pointed out.
There is no reason to think that they will not look at banning fall N applications. | |
