Well, the Bt refuges were required by the regulatory agencies (EPA, USDA, FDA) to get approval. In order to keep G-men from running all over people's fields, Monsanto offered to help police the usage of their product as part of the approval process.

Around here, they used to hire local retired farmers and college kids to audit compliance. The first thing they look at is the tech fee records of what seed you bought. Next, they would visit some farms to check things out. I know they were instructed to never go on a person's farm without their approval.

The best one they had was a VERY attractive farmer's daughter who was in college. She usually wore very short shorts. I actually heard some guys who were upset they didn't get checked!

Anyway, whatever you think of mother M, the refuges are in place to try to prevent resistance, and it is in all of our best interest to prevent resistance, IMO.
