To me it sounds like the land owner wants all the benefits of a good year but not the cost of a bad year. If my land lords wanted variable rent i think that I would encourage a share deal of 2/3- 1/3 or 3/4- 1/4. When people get greedy they often forget that there is a huge difference between gross and net profit.
