Does the affected systems wiring run anywhere close to the radio, radio antenna or wiring. The draft control could induce interference into any of these to create the noise. May try moving the wiring or shielding with tin foil and see if it helps.
Your best bet may be trying to filter the noise out at the radio.

One other thing I just thought of. Check the pin fit of the terminals on the draft control and radio. Make sure that the terminals fit tightly on the connector pins they engage on when the connectors are connected. We have seen terrible radio noise from loose pin fit in connectors on GM vehicle. Can be a real tough one to find and correct. I know it sounds crazy but it can happen.
