I have built phase converters for a long time. A rotary phase converter will do what you want. Here is a place to read and ask questions;

Reversing is possible on a rotary converter. An iron worker motor is plenty overloaded when it is making the shear or what ever is maximum capacity of the machine.
On this post most of the way to the bottom is a control box I put together for a converter.
