I would agree to that you need to be using Quilt or Stratego, Quilt would be my preference.
You may also want to double check you rates, I believer Headline is labeled at 6oz or 9oz/acre, I have never heard of going up to a 14oz rate with Headline.
Quilt would be applied at 14oz and Stratego at 10oz/acre.
