First a tenth of rain is just a little more than a heavy dew.
Mostly it is cold. Too cold to support the bacterial action required to change urea to free nitrogen.
How your soil treats ammonia based fertilizers will probably be different than our high pH clay.
Is my urea gone with the wind?
