Remember that the display must always see a valid speed from the planter wheel speed sensors as well, no matter which speed priority setting is chosen (Tractor/Planter or Planter/Tractor). This is a safety issue, and is designed to ensure that the planter is actually physically lowered and moving. If this feature were not in place, an invalid radar signal could cause the seed drive motors to engage even if the planter were raised and NOT moving, potentially harming someone servicing the planter.

So the display must see a valid speed (1mph or greater) from the planter wheel speed sensors, and THEN the selected priority kicks in. Think of it as a conditional statement (if/then statement):
IF planter wheel speed > 1mph THEN
IF tractor radar is valid, use tractor radar
ELSE IF GPS speed is valid, use GPS speed
ELSE IF wheel speed is valid, use wheel speed
