If you had 2 samples of 21,000,000 kernels AND they occupied the same volume, then the sample with the higher test weight would weigh more, hence more bushels.
More than likely 2 different samples of 21,000,000 kernels would have different kernel sizes (different volume) and test weight (different density) but a pound is still a pound, no matter the size or test wt.
