Power poles may only be 6 feet in the ground, but the brace wires are looked right at the load, and the brace wires are well anchored. Also most hydro wires are in a straight line. I wonder if corner poles are deeper? I know some high voltage power line was built near me last year and the poles on a corner are in a 48" culvert filled with crushed stone. With 3 anchor wires for a 3 wire line. In places where they didn't use anchors due to a house they are steel poles set in concrete. How much I don't know. If you want corner fence posts to stay you need to bury at least 5' and 6' is better.
