When I first started messing with that stuff, I asked the local electrician about it. I may as well asked him to turn lead into gold. Apparently they don't cover that stuff in the community college that he went to. So if they don't know about it, it is easier that way.
On the other hand, the power has to be on the line. If the power company can't give you 400 amps of single phase power, you can't make something out of nothing.
As for the starting inrush current, there are some designs that ramp up slow as to not have any inrush. Some designs use a single phase motor to start the idler. The single phase motor is wired for 220 but fed 110. The idler comes to speed slowly but there is no inrush to speak of. Do some reading at practical machinst- phase converter forum. Google- fitch williams phase I think you will find as good an explanation and wiring diagrams there as you will find.
