Loctite 242 threadlocker works very well for most applications. I would use new bolts and lockwashers plus the 242 and if torqued properly they should remain tight. There is a severe duty Loctite but I don't know the number assigned to it, only that it is the color green. Could it be that you are using too soft a grade of bolt and they are stretching?
