That would almost be real funny if the CWB was not able to pass the BILL on to the Canadian Wheat growers. But IF it's TRUE, I'd bet our neighboring farmers to the North get stuck with the bill. But I bet the CWB will remove any $$$$$$$$ they loose from the Canadian Growers POCKETS.
