East Palestine, Ohio (Columbiana Co.) | I'm sure different conditions require different solutions, but a properly laid 3" pipe will handle a heck of a lot of water. Most of the 4'' "HERE" doesn't run much over 1/2 flow most of the time. But sometimes, there are exceptions. There are a couple of 6" outlets around here that never run LESS than 1/2 full. Guess it just depends on what your needing to drain.
